Ethiopia’s Ministry of Urban Development and Construction is in the process of finalising measures to modernise filing systems for land ownership and management. The measures are going to be financed by funding from the World Bank and implemented by AH Consulting, a firm based in Uganda.

The modernising measures are first going to be implemented in 18 cities across the country, including Addis Ababa, eventually expanding to the rest of the country.

Priority is going to be given to creating a digital database of land ownership and basic administrative procedures including property rights registration, revenue tracking, and minimising bureaucracy in government offices by migrating most procedures to online platforms.

The planned measures are going to allow for the creation of a blockchain with more than 630,000 files. These efforts are not only going to lead to increased efficiency related to land ownership; they are also expected to lead to transparent and accountable governmental practices.
